Adem&aacute;s de Facebook y Twitter, hay otras p&aacute;ginas muy populares como MySpace, LinkedIn y S&oacute;nico. <br /><br />Seg&uacute;n Andr&eacute;s Guzm&aacute;n, director jur&iacute;dico de la firma Adalid Abogados, los mayores inconvenientes provienen del poco conocimiento que tienen los colaboradores del valor real de la informaci&oacute;n que gestionan las organizaciones y que los lleva a escribir cosas que podr&iacute;an ser usadas por competidores o maleantes. 			<content:encoded><![CDATA[<p><strong>Bogot&aacute;.</strong>&nbsp; La semana pasada se declar&oacute; culpable uno de los tres hackers que perpetraron el mayor robo de identidad en EE.UU., al saquear informaci&oacute;n de las tarjetas bancarias de 130 millones de usuarios, evidenciando las debilidades de los sistemas de seguridad<br /><br /> Ante este panorama se vienen presentando soluciones que permiten prescindir de una protecci&oacute;n basada en una clave y una contrase&ntilde;a para buscar respuestas m&aacute;s confiables.<br /> <br /> Seg&uacute;n el gerente de Servicios de Seguridad de Getronics Colombia, Jorge Arango, esto se debe, en gran medida, a que las instituciones financieras y bancarias no han podido habilitar mucho m&aacute;s que un sistema de usuario y clave, pues deben procurar facilitarle al cliente su acceso desde cualquier infraestructura, lo que descarta tener un objeto de protecci&oacute;n biom&eacute;trico de seguridad.<br /> <br /> Arango asegura que en la actualidad hay tres niveles que garantizan la protecci&oacute;n digital de una persona. "Hay que tener algo que s&oacute;lo uno sabe (un password), algo que s&oacute;lo uno tiene (un token o smartcard) y algo que s&oacute;lo uno es (una muestra biom&eacute;trica de comportamiento o apariencia)". <br /> <br /> Al respecto, el director de Desarrollo de Negocios del &Aacute;rea de Gesti&oacute;n de Identidad y Acceso de Gemalto, Samuel Hourdin, reafirma que en estas pautas se encuentra el &uacute;nico camino para que las corporaciones logren soluciones robustas con registros seguros.<br /> <strong><br /> Alternativas</strong><br /> Entre las cientos de opciones en el mercado, hace poco se present&oacute; un software biom&eacute;trico que permite monitorear los patrones de tecleo de cada persona.<br /> <br /> "Est&aacute; cient&iacute;ficamente comprobado que hay un comportamiento &uacute;nico en los humanos en su forma de tipear las letras sobre un teclado", se&ntilde;al&oacute; el presidente de Authenware, Tom Helou. Asimismo, los expertos recomiendan mantener el uso de usuario y contrase&ntilde;a (de al menos ocho caracteres cada uno), para permitir que las personas ingresen con una combinaci&oacute;n de c&oacute;digos particular.<br /> <br /> En tanto, herramientas como tokens (llaves digitales que generan un c&oacute;digo verificable) y SmartCards (tarjeta que se inserta en un slot para permitir el acceso), est&aacute;n tomando mayor importancia en contra de los criminales cibern&eacute;ticos. <br /> <br /> Finalmente, instituciones financieras est&aacute;n cumpliendo los requerimientos internacionales de PCI para encriptar el env&iacute;o de informaci&oacute;n digital. <br /> <br /> Estas medidas apuntan a que la seguridad est&aacute; en la integraci&oacute;n de soluciones.<br /> <strong><br /> Colombia invierte en el tema</strong><br /> Colombia se ha preocupado por seguridad desde hace varios a&ntilde;os, actualizando su infraestructura f&iacute;sica y el tema de software. Se estima que tiene la inversi&oacute;n m&aacute;s alta en tecnolog&iacute;a con respecto a su Producto Interno Bruto (PIB) al gastar 6,6 por ciento del PIB en este tema. <br /> <br /> No obstante lo anterior, analistas del mercado se&ntilde;alan que todav&iacute;a es importante mejorar en temas de reglamentaci&oacute;n y regulaci&oacute;n de la protecci&oacute;n de identidad y de los delitos inform&aacute;ticos, pues en este aspecto todav&iacute;a estamos lejos de pa&iacute;ses como EE.UU.</p>

<p><br />In today's 21st century business climate, information is the currency that&nbsp; smoothly propels commerce forward.&nbsp; Each day, businesses in Latin America rely on the thousands of messages transported through their internal&nbsp; networks and the Internet's channels, constructing a cyber-infrastructure so encompassing that few entrepreneurs and business leaders can subsist without it.&nbsp; As the world of electronic connectivity weaves an intricate,&nbsp; digitalized web, the infrastructures created to protect our networked data&nbsp; must evolve as well.<br /><br />Today, a simple username and password typically stands as a feeble barrier between the outside world and personal accounts - an access point that often holds the key to the entire system.&nbsp; As such, even the smallest fissure&nbsp; allows cybercriminals to seep through, infiltrating the system and obtaining large quantities of sensitive data that in effect compromise our identities, businesses, and overall security.<br /><br />Today's ailing economy introduces new opportunities for online criminals.&nbsp; A technology research firm, IronPort, recently observed that an IT graduate may be able to legally earn $400 per month in Romania; however, that same&nbsp; individual could profit several thousand per month in the cybercrime&nbsp; economy.&nbsp; Often, the pay between a security developer and a security&nbsp; exploiter differs by a factor of 10.&nbsp; As a result, this underworld has grown to a $105 billion industry.<br /><br />The economics of cybersecurity for Latin America's businesses is starkly different.&nbsp; As much of the area adapts and innovates to the rapidly evolving IT universe, unforeseen costs can cloud profit forecasts.&nbsp; Data theft, malware, network vulnerabilities, spam, phishing, maintenance costs, and more must now be calculated into every company's cost of doing business - an expense that swelled to over $1 trillion globally in 2008.<br /><br />Specifically, malware attacks cost the global economy $13.2 billion in direct damages in 2006.&nbsp; When indirect expenses were included, the number jumped to $67.2 billion, according to a 2008 study conducted by the International Telecommunication Union.&nbsp; Spam is another pricey expense, tallying over $100 billion globally.&nbsp; Click fraud cost another $1 billion. And with such high costs, the globe's corporations are receiving little return on their security investments.</p>
<p>&nbsp;</p>
<p>Despite attempts at security, the typical firewall-protected business still encounters approximately 300 network attacks annually - some experiencing in excess of 1,200 attacks, according to a recent IDC Multimedia white paper. The study's IT respondents explained the financial loss due to data breaches was equivalent to 75 percent of their costs for operating a firewall.&nbsp; The&nbsp; study continued by explaining the rules to operate these firewalls were far too complex, as some rule sets numbered in the tens of thousands.<br /><br />Even when firewall administrators effectively implement the numerous operational rules, individual error opens a business's door for&nbsp; exploitation.&nbsp; Often that weak, end-user link is found at the login portal - the username and password.<br /><br />To be secure, computer giant Microsoft recommends a password must include more than 14 characters that incorporate the use of upper and lowercase letters, numbers, and symbols.&nbsp; Further, the secret login data must not be significant to the user (or relate to any information they post on Facebook, Twitter, etc.) and cannot be recorded electronically or physically.&nbsp; In addition, it should be changed every three to six months.&nbsp;When considering the average person has approximately 30 accounts that are accessed with a username and password, the probability of following such instructions for each account is unlikely at best.<br /><br />All too often, solutions revolve around the complexity of breaches. However, abstract passwords and complicated firewalls will not halt the ever-advancing cybercriminals.&nbsp; Instead of regressing to the security fallacies of the past, today's innovation entrepreneurs in Latin America must create stronger online protection rather than a complicated fa&ccedil;ade of security.&nbsp; As such, next-generation electronic identification must be dynamic and multidimensional, utilizing numerous facets beyond the traditional means of access - strengthening protection rather than complicating it.<br /><br />Much of this global movement towards stronger security and technological innovation is happening in Latin America.&nbsp; In countries such as Brazil and&nbsp; Argentina, developers have capitalized on the creation of information societies where academia and business can grow alongside each other.<br /><br />For example, the City of Buenos Aires under Mayor Mauricio Macri has dedicated an entire section of the city to technology.&nbsp; Through this new "Innovation Quarter," the city utilizes academic resources to meet business needs and corporate opportunities to frame practical, scholastic activity. As a result, the city has drawn interest from global citizens Blackberry,&nbsp; Tata, Apple, and more while producing quality jobs and advanced training for the municipality's citizens.&nbsp; With such agreements, the city's offerings&nbsp; plug into the flow of commerce in the United States, India, and beyond.&nbsp; And as more IT companies flow into the region, Latin America is offered an&nbsp; opportunity to coalesce with the globe's most developed nations and continue to establish a long-term, sustainable economy.<br /><br />Where the security vulnerabilities of current paradigms exist, today's newly innovated, multidimensional programs leap the hurdles, allowing businesses to act now, rather than in the aftermath.&nbsp; In this cyberworld, our future truly pushes the present to formulate advanced solutions, developing Latin American economies and simultaneously propelling all international commerce forward.</p>

			<content:encoded><![CDATA[<p>A malicious software program that has infected millions of computers could enter a more menacing phase on Wednesday, from an outright attack to a quiet mutation that would further its spread.</p>

<p>Computer security experts who have analyzed the Conficker worm's code say it is designed to begin a new phase on April 1, and while it's unclear whether it will unleash havoc or remain dormant, its stubborn presence is rattling businesses with multimillion-dollar budgets to fight cyber crime.</p>
<p>&nbsp;</p>
<p>Conficker, believed to reside on 2 million to 12 million computers worldwide, is designed to turn an infected PC into a slave that responds to commands sent from a remote server that controls an army of slave computers known as a botnet.</p>
<p>&nbsp;</p>
<p>"It can be used to attack as well as to spy. It can destroy files, it can connect to addresses on the Internet and it can forward your e-mail," said Gadi Evron, an expert on botnets who helps governments protect against cyber crime.</p>
<p>&nbsp;</p>
<p><strong>FEARS OF ID THEFT</strong></p>
<p>Botnets are a major worry because they can surreptitiously steal identities, log sensitive corporate information, credit card numbers, online banking passwords or other key data users of infected PCs type on their keyboards.</p>
<p>The information is often sold to criminal rings.</p>
<p>&nbsp;</p>
<p>"Most malware we see in this day and age is very concerned with stealing information and making money for the author," said Dave Marcus, a researcher with security-software maker McAfee Inc's Avert Labs.</p>
<p>&nbsp;</p>
<p>Experts said Conficker's authors might gradually change the way it communicates to avoid attention and to prevent companies from putting in place safeguards such as those used to fight the worm since it first surfaced last year.</p>
<p>Microsoft released a patch to protect against the worm late last year, while anti-virus software companies offer software to sniff it out and destroy it. Such tools can be expensive.</p>
<p>&nbsp;</p>
<p>Technology research firm Gartner Inc estimates businesses will spend $13.6 billion on security software this year excluding costs for related labor, services and hardware. While some consumer anti-virus software packages are available for free, others run as high as $80 each.</p>
<p>&nbsp;</p>
<p>Security experts suspect Conficker originated in the Ukraine, based on its code. The FBI is working to shut it down but a spokesman declined to comment on its investigation.</p>

<p>"The public is once again reminded to employ strong security measures on their computers," said Shawn Henry, assistant director of the Federal Bureau of Investigation's cybercrimes division</p>

<p>The proposals, in Senate legislation that could be introduced as early as today, would broaden the focus of the government's cybersecurity efforts to include not only military networks but also private systems that control essentials such as electricity and water distribution. At the same time, the bill would add regulatory teeth to ensure industry compliance with the rules, congressional officials familiar with the plan said yesterday.</p>

<p>Addressing what intelligence officials describe as a gaping vulnerability, the legislation also calls for the appointment of a White House cybersecurity "czar" with unprecedented authority to shut down computer networks, including private ones, if a cyberattack is underway, the officials said.</p>

<p>How industry groups will respond is unclear. Jim Dempsey, vice president for public policy at the Center for Democracy and Technology, which represents private companies and civil liberties advocates, said that mandatory standards have long been the "third rail of cybersecurity policy." Dempsey said regulation could also stifle creativity by forcing companies to adopt a uniform approach.</p>
<p>&nbsp;</p>
<p>The legislation, co-sponsored by Senate Commerce Committee Chairman John D. Rockefeller IV (D-W.Va.) and Sen. Olympia J. Snowe (R-Maine), was drafted with White House input. Although the White House indicated it supported some key concepts of the bill, there has been no official endorsement.</p>

<p>In the government's first reaction to the report, Foreign Ministry spokesman Qin Gang said the conclusions were symptoms of a "Cold War virus" that causes people overseas to "occasionally be overcome by China-threat seizures."</p>
<p>The report by the Information Warfare Monitor added to growing concerns that China has become a center for cyber-warfare, spying and crime. Industry watchdogs have complained about junk e-mail generated in China. Officials in the U.S., Britain and Germany have accused Chinese hackers backed by China's military of intruding into their government and defense computer networks.</p>
<p>&nbsp;</p>
<p>The Information Warfare Monitor report released Saturday said that a network, based mainly in China, hacked into classified documents from government and private organizations in 103 countries, including the computers of the Dalai Lama and his exiled Tibetan government.</p>

<p>Speaking at a media briefing, Qin did not directly respond to questions about whether the network exists and if its actions are supported by the government. Instead, he said Beijing opposes criminal activities that compromise computer networks and criticized the report for claiming otherwise.</p>

<p>A new Senate bill introduced Wednesday is poised to extend federal cybersecurity regulations further into the private sector than ever before, and it is already sparking confusion and criticism among watchdog groups.</p>
<p>&nbsp;</p>
<p><strong>Article Controls</strong></p>
<p>&nbsp;</p>
<p>The bill, authored by Sens. John Rockefeller, D-W.Va., and <a rel="nofollow" href="http://topics.forbes.com/Olympia%20Snowe">Olympia Snowe</a>, R-Maine, moves cybersecurity authority to an as-yet-unnamed cyber adviser who will report to the president. The wide-ranging measures also include sweeping new regulations to plug the vulnerabilities in both government and the private sector that could leave the nation open to cyber attacks or data theft.</p>
<p>&nbsp;</p>
<p>In fact, the new provisions go beyond extending security rules to all government agencies, government contractors and software vendors selling to those groups. They would also be stretched to the private sector's so-called "critical infrastructure" companies--those typically deemed crucial for national security.</p>

Tests have shown that a hacker can break into the system, and cybersecurity experts said a massive blackout could result.</p>

<p>Until the United States eliminates the Smart Grid's vulnerabilities, some experts said, deployment should proceed slowly.</p>
<p>&nbsp;</p>
<p>"I think we are putting the cart before the horse here to get this stuff rolled out very fast," said Ed Skoudis, a co-founder of InGuardians, a network security research and consulting firm.</p>
<p>&nbsp;</p>
<p>The Smart Grid will use automated meters, two-way communications and advanced sensors to improve electricity efficiency and reliability. The nation's utilities have embraced the concept and are installing millions of automated meters on homes across the country, the first phase in Smart Grid's deployment. President Obama has championed Smart Grid, and the recent stimulus bill allocated $4.5 billion for the high-tech program.&nbsp;</p>

<p>But cybersecurity experts said some types of meters can be hacked, as can other points in the Smart Grid's communications systems. IOActive, a professional security services firm, determined that an attacker with $500 of equipment and materials and a background in electronics and software engineering could "take command and control of the [advanced meter infrastructure] allowing for the en masse manipulation of service to homes and businesses."</p>
<p>&nbsp;</p>
<p>Experts said that once in the system, a hacker could gain control of thousands, even millions, of meters and shut them off simultaneously. A hacker also might be able to dramatically increase or decrease the demand for power, disrupting the load balance on the local power grid and causing a blackout. These experts said such a localized power outage would cascade to other parts of the grid, expanding the blackout. No one knows how big it could get.</p>
<p>&nbsp;</p>
<p>The utility industry has made significant improvements to the power grid since the blackout of 2003, which disrupted power to an estimated 50 million people in the eastern United States and Canada. The utility industry said it is now better able to detect and isolate outages, and some elements of Smart Grid technology will enhance that capability.</p>
<p>Also, industry representatives said, they have no intention of putting an unsafe grid online.</p>

<p>"We are not going to manufacture this car without a seat belt," said Ed Legge, a spokesman for the Edison Electric Institute.</p>
<p>&nbsp;</p>
<p>But as of now there are no clear-cut Smart Grid cybersecurity standards.</p>
<p>"There are a lot of discussions about where the requirements will come from and who will be ultimately responsible," said a Department of Homeland Security official, speaking on background.</p>
<p>&nbsp;</p>
<p>Itron, a major manufacturer of automated meters, said its products are secure. Matt Spaur, a senior product marketing analyst, said his company tried to make hacking a meter "unappealing and unrewarding if you do it. And it is very traceable." But Spaur acknowledged that the Smart Grid is vulnerable.</p>
<p>&nbsp;</p>
<p>"Any network can be hacked," he said.</p>
<p>One expert said security concerns have put "the fear of God" into the utility industry, vendors of Smart Grid products and the federal government. They have been working cooperatively to detect and mitigate vulnerabilities.</p>
<p>"Industry is working to make meters more secure. They have done a good job," said Joe Weiss, an expert on utility control systems.</p>
<p>&nbsp;</p>
<p>Still, experts like Skoudis recommended that Smart Grid deployment be slowed until security vulnerabilities are addressed. Otherwise, he said, Smart Grid equipment deployed now may have to be replaced later.</p>
<p>Utility managers are taking heed.</p>
<p>&nbsp;</p>
<p>Garry Brown, chairman of New York's Public Service Commission, said he believes the benefits of Smart Grid outweigh the risks, but his state is taking a hard look at cybersecurity before making large investments in the technologies.</p>
<p>&nbsp;</p>
<p>"Before we go rushing headstrong into a Smart Grid concept, we have to make sure that we take care of business, in this case cybersecurity," he said.</p>

<p>William Sanders, principal investigator for the National Science Foundation Cyber Trust Center on Trustworthy Cyber Infrastructure for the Power Grid, concurs.</p>

<p>"I don't think the sky is falling," he said. "I don't think we should stop deployment until we have it all worked out. But we have to be vigilant and address security issues in the Smart Grid early on."</p>

This is the fraud that results when a consumer repudiates a transaction as unauthorized in hopes of escaping liability for payment.</p>
<p>&nbsp;</p>
<p>First Atlantic Commerce Ltd., an e-commerce transaction gateway in Bermuda that serves sellers of digital content, said this week that its merchants have seen a steady rise in chargebacks related to such repudiation since October, when the U.S. economy, already weak, took a decided turn for the worse. Andrea Wilson, chief executive of FAC, tells Digital Transactions News by e-mail that the combination of rising chargebacks and falling sales volumes is pushing more merchants above the allowable thresholds the card networks set for chargebacks as a proportion of card volume. "Banks that never had merchants on the global chargeback monitoring program are now getting notification from Visa and MasterCard," she says. Merchants, she adds, "are being fined for a situation they have absolutely no control over."</p>
<p>&nbsp;</p>
<p>Merchants that exceed these chargeback thresholds are asked to present a plan to bring their chargebacks down within a certain period of time. Failure to control chargebacks can result in fines for acquirers, which pass them on to merchants.</p>
<p>&nbsp;</p>
<p>The friendly fraud problem appears to be especially acute for merchants that traffic in games, music, and other digital downloads. Proof of delivery in such sales can be hard to establish, making it difficult to defend against a chargeback, and making it all the more tempting for strapped consumers to repudiate a purchase. The problem becomes even more acute given the typical lag time between the date of a transaction and when the statement arrives. During this time, a buyer in recent months may have been more likely to have lost a job, suffered a pay reduction, or seen an investment position wiped out.</p>
<p>&nbsp;</p>
<p>Vindicia Inc., an e-commerce processor in Redwood City, Calif.., that specializes in handling transactions for digital goods, says it too has seen a larger-than-usual bulge in friendly fraud recently. Such increases are not unusual in the weeks before and after the holidays as some consumers repudiate transactions in an effort to free up credit lines for more purchases, says Sanjay Sarathy, senior vice president of marketing at Vindicia. But the recent jump, he says, has been exceptional. While the problem is hard to quantify, "we believe the economic recession has exacerbated this trend and we are starting to see that with some of our merchants whose friendly fraud volume is above normal," he tells Digital Transactions News.</p>

<p>Vindicia is only starting to see this trend now because it can take as many as 90 days to challenge a chargeback, get it investigated, and get a result indicating whether it stemmed from real fraud or a case of a customer getting cold feet. Overall, online merchants challenged half of all fraud-coded chargebacks in 2008, up from 47% in 2007, according to research conducted by CyberSource Inc., a Mountain View, Calif.-based payments-gateway and risk-management provider. Of the chargebacks they represented last year, merchants won 44%, CyberSource says.</p>

<p>While that may seem encouraging, some processors argue merchants should do more to protect themselves against friendly fraud now that signs indicate the recession isn't likely to lift any time soon. FAC's Wilson, for example, urges merchants to adopt the online authentication systems created by Visa and MasterCard. These technologies, called Verified by Visa and SecureCode, ask the consumer to authenticate himself at checkout by entering a secret code presumably known only to him. 			<content:encoded><![CDATA[<p>Washington, D.C. (AHN) - An identity theft security firm made up of former federal agents forecasts a rise in identity theft cases. In 2006 $56.6 billion worth of identity theft types of fraud were recorded.</p>

<p>iSekurity president Reginald Ball, in an exclusive interview with AHN Media, said, "We see these numbers rising, not only because identity theft is a crime that usually goes unpunished, but because most of the recorded data is incorrect."</p>

<p>Ball explained that the real facts and figures behind identity theft are not known and larger than expected because many of these types of crimes were not properly reported.</p>
<p>&nbsp;</p>
<p>He advised Americans who suspect they have been victimized by identity theft groups to seek the service of firms that offer more than just fraud monitoring. Ball's warning stems from a lawsuit filed in Arizona against Lifelock, which alleged it pays much less than the much-advertised $1 million guarantee.</p>
<p>&nbsp;</p>
<p>Lifelock warns banks and other businesses of possible identity thieves, but if the banks ignore the warning, the company's subscriber who was an identity theft victim would not be paid the guarantee because the banks set aside its warning.</p>
<p>&nbsp;</p>
<p>Ball pointed out instead of just monitoring and issuing warnings, iSekurity investigates the crime on behalf of its clients done by its team of over 100 field agents with background in the Secret Service, FBI, IRS, DEA, ATF, Customs and Postal Inspection.</p>

<p>Ball assured iSekurity clients the company is committed to locate the criminal and stop him from further victimizing other people. He promised to pay clients $11,000 if iSekurity could not identify the thief within 12 months the crime was committed.</p>

<p>Small business owners and young adults are particularly worried about having their identities stolen.</p>
<p>Anxiety about the crime has nearly doubled since this time last year, when just 22% ranked it as their number one fear.</p>
<p>&nbsp;</p>
<p>Burglary is still a significant security fear, with more than one in three adults naming it as their top concern.</p>
<p>Vandalism is also a perceived threat, with respondents more anxious about their cars being attacked than their homes or neighbourhoods.</p>
<p>&nbsp;</p>
<p>Alcohol-related crime is the biggest faller, named by 25% of the 2,681 adults who took part, compared with 35% in 2007.</p>
<p>&nbsp;</p>
<p>Losses from identity fraud mount up to more than &pound;1.7 billion a year, according to the Home Office.</p>
<p>Barclays chairman Marcus Agius is one of the most high-profile victims. A conman withdrew &pound;10,000 from his bank in January this year, after duping call centre staff at Barclaycard into issuing a credit card in Mr Agius' name.</p>
<p>Chris Rolland, head of American Express Insurance Services, said: "As fast-paced working life drives more people to rely on technology in the way they manage their lives, so the safety landscape is changing and ID theft is becoming a bigger issue year on year."</p>
